The following item is listed under "out of scope":

"* designing cryptographic algorithms (but defining how SSH uses
    cryptographic algorithms is in scope)."

My reading of the text is that it does not directly or indirectly set a restriction as described below:

> the WG scope: e.g., "ciphers that are not being considered IETF-wide"
> won't be allowed; "limit the influx of new ciphers"; the WG has to
> delegate "cryptographic algorithm selection" to SAAG.
