RFC 8110 was developed over 7 years ago at the IETF due to many circumstances
at the time. It provided a better solution compared to the widely used at that
time open unencrypted alternative. Since then, OWE has been widely implemented
and deployed.

It makes sense to continue evolution of the specification at the IEEE 802.11
WG, which also has a close relationship with the Wi-Fi Alliance. This I-D
simply records that this process will take place, as already agreed upon by
both IEEE 802 and IETF SDOs.
