Integrating a version control system with features such as accepting
patch suggestions (fork and pull request) to a document could be
something that could be added to the data tracker infrastructure.
Appropriate notifications could then be sent to the relevant mailing
lists.  It is time consuming to do this, but is more sustainable than
using external forges for developing drafts.  Code associated to drafts
could probably continue to live elsewhere.

Sourcehut has an email driven workflow - it is different from GitHub.
GitPython could probably be used to add the necessary functionality to
the current datatracker codebase.
