Summary:
This document describes time-variant routing use cases in terms of resource
preservation, mainly in IoT, operating efficiency in cellular and campus
networks, dynamic reachability mainly in satellite networks. It is expected to
serve to bring updates to the routing protocols such as IGP, OSPF, etc. It is
well written, makes a good case, especially with effective use of simple
diagrams and is ready to go. However I have found a few small issues which can
be easily fixed. Major issues:

Section 1. I think that adding a paragraph on what is covered in Section 6
would help.

 [Yingzhen]: As suggested by TSVART review, we've removed Section 6 from the document. 

Section 3. .. such a through Solar Panels : I don't understand what
is meant here, is it solar LED lights?

[Yingzhen]: I've rewritten this paragraph, hope it's clear to you now. For your convenience, the current text is copied here:
An illustrative example of a network necessitating resource preservation is an energy-harvesting wireless sensor network. In such a network, nodes rely exclusively on environmental sources for power, such as solar panels. On-board power levels may fluctuate based on various factors including sensor activity, processing demands, and the node's position and orientation relative to its energy source.


Section 4.
clouds on an optical link : why would cloudy weather affect optical link
transmission?

[Yingzhen]: I've changed this to "a free-space optical link". Hopefully it makes more sense now.
 
Section 5. it seems like the term ground station is used to mean
the user antennas. There is also gateway ground stations. Please clarify this.
 
[Yingzhen]: I added a sentence about the ground station:  A ground station is a facility used to communicate with satellites in low Earth orbit. Hope this helps to clarify.

The acronym IGP should be expanded.
