Given that this was/is a 3GPP protocol, I'm not sure moving it to
Proposed Standard makes sense, regardless of the EMU related work that
triggered this. My understanding is that PS status definitely means
that the IETF owns change control over the protocol.
Is 3GPP willing to cede change control to the IETF?
