Having only one AD makes handover and general AD life much harder. Even if responsivities and expertise are not shared, having a decided "buddy" to discuss with is really helpful. I think the Ops and management area has shown that. Further from a deconflicting point, having these groups together in one area makes actually sense to me, or at least more sense than the current area boundary.
