I looked up how this works in KML (the XML dialect Google Maps uses).

That delegates addresses to an OASIS spec: Extensible Address Language (xAL).

The <AddressDetails> element there contains way more detail than required here imo, but it's useful to illustrate the limits.

This document seems to have enough freeform text fields to avoid so much structure, but it should cover some of these cases.

 

2.7.1: "a localized Card SHOULD NOT contain more information than its
non-localized variant": Also say that the information shouldn't be different.

This one seems really subjective. Sometimes an English version might not be able to express the local translation, for example.
