No, it doesn't. It says that the *permissions* that it grants are
perpetual and will not be revoked:
The limited permissions granted above are perpetual and will not be
revoked by the Internet Society or its successors or assigns.
And in fact, that sentence specifically says that the Internet Society
might have "successors *or assigns*". They certainly can, and did,
assign their copyrights.
