I would rather not speculate on the reasons for the low rate of adoption, particularly because the reasons might change with the adoption rate remaining low.

I agree that avoiding speculation is best, but the document uses the passive voice in a few places where it shouldn't.

and

> "Some observers note..."

I would classify myself as one of those observers, but these sentences should be rephrased to be more direct. I have no objections to the technical content of the document.
