the new layout still does the right thing, but I think your link comes fromthe datatracker page of the draft itself. Perhaps for WG docs the txt/html linkscould be on the WG page ? It would save clicks I think

Not always - look at a v3 era document (such as https://sandbox-htmlize.ietf.org/doc/html/rfc8999)
Whether the empties are expected at the moment, I'll let Lars
