I hope that is not becoming the official policy of the IETF. We would not have accepted that with respect to smoking (remember the Prague discussions?), or with respect to mildew in meeting rooms. As long as local policies are made by politicians with little reason to respect reality, we will always be in a position to make better policy, and in a matter of life-and-death, we should.
