dispatch for areas

I saw a reference to WG xxx being the dispatch WG for Area zzz, a 
concept I had not considered before.  I was aware of the dispatch WG in 
the Art Area but had not thought the concept more general than that.

Digging around, I see the sec Area has a secdispatch WG but what about 
the other areas?  In passing, I find that the wiki page for ops Area 
cannot be reached, at least by my browser (/ops/trac/wiki), while that 
for transport gives me a list of all the WG but nothing else that looks 
like a dispatch function.
