Given the two from one org limit, what's the attack here?

See upthread. They feel that the other person would better represent their interests,
e.g., because they are more persuasive. Or, alternately, they want to run for AD
and now can do so safely because they know that they will be replaced by someone
who agrees with them.

 
Are you also saying that because the nomcom chair knows who the 11th person
is, that they could intentionally fail to communicate with some of selected people?

I suppose that's possible, but it seems weak in that that person can just communicate
publicly.
