Firstly, this comment is not true. The document covers many interactions. There are non-browser clients, embedded products, and server-to-server interactions in there.

I definitely agree that there are valid reasons to support 1.2. Further, the document does a good job of explaining how to do that. I just don't see a reason to require 1.2.
