Hi Martin, 

The reason why DDR was listed as informative is that the normative part of the spec is drawn from the perspective of DHCP clients and RA receivers, not DNS clients themselves. 

For example, a DHCP client implementer does not have to know much about encrypted DNS protocols or DDR. The key requirement for DHCP clients is to pass received names to DNS clients. How a name is passed to a dns client is implementation specific. Clients that support DDR will anyway follow draft-ietf-add-ddr-07#section-5.

The mention of DDR in DNR is informative and is mainly meant to remove any ambiguity on how the ADN will be used.
