Thanks all for the (fortunately very few) comments!

Addressed all of them and the updates should be visible in our github repo:
https://github.com/google/robotstxt/blob/master/protocol-draft/draft-koster-rep-09.xml

Section 2.2, Postel's law: removed altogether and moved the comment to section 2.2.4, "Other Records", with updated language.
Section 2.2.1, duplicate records: addressed the comment about conflicting rules by pointing to section 2.2.2. which defines that scenario, and added a sentence about duplicate records as a result of merging groups.

Thanks again for the comments.

- In section 2.2, Formal Syntax, the ABNF section includes mention of Postel's
Law. I know what Postel's Law is, but the reader might not, and there's no
other reference to it in the document. Perhaps at least an Informative
  Reference could be added?

+1 or just state what the law says...

- In Section 2.2.1, we have the sentence "If there is more than one group
matching the user-agent, the matching groups' rules MUST be combined into
one group." What if the combined rules conflict with each other due to a
misconfiguration by the owner of the robots.txt file?
