concur.   I actually think it happened in the late 1990s.

We had the biggest meetings ever running up to the "dot com" crash:

1998: IETF 42 (Chicago) 2106 attendees
      IETF 43 (Orlando) 2124 attendees
1999: IETF 46 (DC) 2379 attendees
2000: IETF 48 (Pittsburgh) 2344 attendees
      IETF 49 (San Diego) 2810 attendees

Of course, there was a lot of money on the money tree in those years.
