InterLAN draft proposal

The internet has developed into a massive infrastructure. Like all things, it has a need for rules and based on rules it can be a benefit.
Policing can be a exhaustive exercise and the need for policing of the internet is significant.
Therefore:
It is proposed that there be chartered a new internet, called the INTERLAN, from inter (in between) and LAN Local Area Network.
That is (kind of oxymoronically) an interconnected LAN.
What for? The internet works. Right?
The InterLAN would have :
ONLY
real, legitimate
business
educational institutions
governments
social networks which are relativiely well-behaved
...
some internet sites could be whitelisted, such as Wikipedia (with a view to, upon success of the proposal, migration to inside the InterLAN
NO explicit or illegal content could occupy it
Policing would be elementary as it would occur transparently to the policing (+)governing body
The same Physical layer could be used that the internet relies on, only it would allow people to conduct an internet-like experience which is free of the hazards from the internet itself.
Expressions of interest, comments, interest in participation etc. are invited.
