I would say the operation of the nomcom is currently governed by RFC 8713 https://datatracker.ietf.org/doc/html/rfc8713 "IAB, IESG, IETF Trust, and IETF LLC Selection, Confirmation, and Recall Process: Operation of the IETF Nominating and Recall Committees".
