You are claiming there are serious problems likely with this
draft.
You appear to feel it is essential to make this specification
substantially more complex in content, more complex in
administration, and more complex to use.
However you appear to be relying on your own, personal draft that hasn't been updated for two years, as the sole authority for this concern.
In spite of the 6-week period, since the Last Call was issued, no
one else has expressed similar (or even related) concerns.
Also, the fact that your draft has lingered for so long does not encourage a view that the community deems it essential.
