Different context.

I just re-read -13 and it does not use "limits", which is good.

I am wondering who will be confused if we see 6/10 used, and then
somebody notices that the iburst flag is in play so the initiating side
polls every 2 seconds (poll=2) up to 8 times even though minpoll is 6.
