Indeed.
There's some nuance, beneath that fact, but really they are
implementation issues and not email architecture issues.
Some Webmail MUAs have nothing running on the user's machine other than
a browser, with no specialized code. So only the simplest of user
interaction details take place between the browser and the server.
Others download more interesting dynamic code into the browser, produced
what's often called a split-UA. What's running in the browser might
actually know some email semantics or syntax.
But yeah, still an MUA.
