Strongly disagree. But for those writing the report, here’s some anecdata: The HTTPAPI working group would be ineffective if it weren’t working on GitHub. Looking at the membership list, we have key players from all sorts of HTTP API frameworks.
handwaving. Even if I believed you, there's not enough information to even evaluate that statement. For instance, I can't tell whether HTTPAPI would be "ineffective" because it wouldn't be excluding so many contributors whose opinions would have to be considered, or for some other reason.
