Hi Keith,

BCP 195 very much constrains implementations already.  I don't think your view holds here.

(I know that argument from precedent is a logical fallacy in many cases, but I think that it's the best argument here.)

Either way, the effect is the same: the document represents the consensus view of the IETF.
