There is no reason the IETF should condone bypassing the standards process to favor one competing implementation. Obviously, if the goal is to standardize these headers, then a standard can be produced and put through the standards process. Certainly, experimenters can test SpamAssassin headers without putting them in all the IETF production mail systems.
