Those are pretty bold statements.

The above page seems to indicate that there was a lot of thought that
went into ECN and other related protocols.  Some of links to ECN papers
and related congestion issues from Sally's pages make good reading. Some
of the work actually goes back quite a ways and not all of it based on
TCP/IP.  In my opinion, much of what has Sally Floyd's name on it,
including ECN, is exceptional.
