There is the "conceptual" plane - the registry records, saying you have control over the name. Then there is the "concrete" plane - the DNS records, saying which servers belong to which domains. Domains have to EXIST in DNS to be useful. We don't give a flying rat's rear end about whether the domain has been registered with a registrar.
