Yeah, charges of fraud can be much more severe

The problem is that the default defense condition becomes "we didn't
authorize it"

Similar-to/regardless-of the higher overheads you cited, proving that
somebody did authorize it would be nigh impossible at scale, making the
law essentially unenforcable except for the dumbasses who didn't obfuscate
the paper trail.
