So much for the myth of an open process. you cleverly left off the rest of my statement where I said the ideas are reviewed by WGs. nor did I say that the small groups of people included specific people. the process is still open. any group of people can get together to brainstorm. but good ideas rarely come from large groups - they come from individuals or small groups. small groups are better at coming up with proposals; large groups are better at doing review and coming up with usage scenarios.
