I have two questions concerning some variables, that have to be plugged to the throughput equation.

1) Should I use t_RTO = max( 4Rtt, 1 sec) as stated in 3448bis?

That is what I would recommend. RFC 3448, the official standard at the moment,
says that one could use either 4 RTT or max( 4Rtt, 1 sec).

2) What should be used for value of "b" (maximum number of packet ack'd by a single TCP acknowledgement)?

RFC 3448 recommends b=1, and so does RFC3448bis.
I would recommend using b=1.
