Hi Mark,

Yes, that's the statement about service codes that we needed!  (Modulo a
few typos)

I guess we'll figure out what to do next after we see if there are any
disagreements.

One comment on the contents of draft-draft:  Near the end, "but this
[SC=0] SHOULD NOT be used as a wildcard service code." -- Shouldn't that
be "MUST NOT be used as a wildcard"?
