Remote participation in DCCP WG, IETF-69

As in previous WG meetings, we welcome remote participants who are not in
the meeting location. If you wish to participate remotely, here is some
collected information.

Note that DCCP is today (on the first day), and that the system has not
always been perfect for the first few sessions - as audio levels, speaker
styles, etc, have tended to be tuned as the week progresses - if you have
difficulties let the Jabber room know, and we'll try to help.
