Yes. It has been since 2.6.6. It looks likely in 2.6.19 that CUBIC
will be the default.

There is some interesting numbers in a paper the Hamilton Institute
has just published on TCP -

DCCP should match SACK, which since it is standardized by the IETF I would
expect to be the default.

It does. It isn't.
