In this document, the Sakai-Kasahara Key Encryption (SAKKE)
algorithm is described.  This uses Identity-Based Encryption
to exchange a shared secret from a Sender to a Receiver.  This 
document is not an Internet Standards Track specification; it is
published for informational purposes.
