The Presence Information Data Format - Location Object (PIDF-LO)
lacks an indication for the timezone offset of a particular
presentity is in. This document extends the PIDF-LO for including
such an XML element.

"SHOULD", "SHOULD NOT", "RECOMMENDED", "MAY", and "OPTIONAL" in this
