This document identifies a set of goals and principles for the next
stages in revising and updating the Internet Engineering Task Force
(IETF) process for developing standards and other specifications. It
does not propose specific changes to the process, which should be the
subject of future documents. It suggests a strawman for the way in
which process changes could be specified and identifies some initial
target areas for process change.
