This document introduces a mechanism for link characteristic
information and network information exchange from the mobile node to
the home agent and the correspondent node. This model allows the
home agent and the correspondent node to know the characteristics of
the links the mobile node is attached to or could attach to. Based
on this information the home agent and the correspondent node may
shape ongoing traffic flows for the available bandwidth on the new
link after the handover. This functionality also allows the home
agent and the correspondent node to indicate preferred links or
networks to where the mobile node should move to. This model can be
applicable for Mobile IPv4 as well as Mobile IPv6.
