I don't recall the details, but I made

  /etc/modprobe.d/bsb-brightness-step-fix.conf

to fix this on my Ubuntu system.  It seems I thought to include a link
to where I found the solution.  The contents are:

# From https://bugs.launchpad.net/ubuntu/+source/hal/+bug/331361
options video brightness_switch_enabled=0

Maybe that is of some help.
