You have to use the /sys/class/rfkill/* stuff.  There is documentation on
how that works in the Documentation/rfkill.txt file in the kernel tree (and
it will probably change a little for 2.6.31 or 2.6.32).

Alternatively, you can use the rfkill-input module (which will be absorbed
into the rfkill core code itself for 2.6.31 or 2.6.32).  You need to have a
key that generates the KEY_WWAN keycode, though.  thinkpad-acpi can do it,
if you reprogram one of the fn- keys, e.g. using HAL.
