There is documentation on how that works in the Documentation/rfkill.txt file in the kernel tree (and it will probably change a little for 2.6.31 or 2.6.32). Alternatively, you can use the rfkill-input module (which will be absorbed into the rfkill core code itself for 2.6.31 or 2.6.32).
