Hello I'm not sure if this is the right address to send this message. I had problems with a volume wheel on my toshiba equium laptop. I have found a solution and I think you could include it in next udev version. Basically i needed to add my laptop model in 95-keyboard-force-release.rules file. Please find attached the diff file. I think you could modify the file further for use with other toshiba equium laptops.
