device files not created on boot

I do not know if this is a hotplug or udev issue
I have a dongle that works just fine when it is plugged in
If the doogle is already plugged in when the machine is booted the device 
files are not created
Remove and replug fixes the problem
Fedora 12 and udev-145-15
