The internal kernel API is not visible outside.

I can't tell, if that works correctly, but I would expect basic
functionality to work. I guess there are several unfixed bugs though,
in a 2 years old udev version.

Run:
  udevmonitor
and check if you see events.

Do you see devices in /sys beeing created, after loading the module?
