The last couple of days I've been doing some additional research.

* I've reviewed 8 different ppc64 manuals; no mention of how to do this
  automatically. 
* I read through the yaboot/ybin source code; there are no functions
  which will permit this behavior.
* There are efforts actively under way to create a new version of grub,
  which will run on ppc64.  Since grub has the functionality needed,
  this may be a good solution, however the code is only experimental at
  this stage.
* It might be possible to create an expect script to operate the yaboot
  prompts through the console on the HMC.  This is a pretty hacky
  solution and I don't know expect scripting very well but looks like
  the best option at this point.

Yes, technically I was assigned to work this only about 10-20% of my
time, but this past summer I found it took closer to 50% of my time.

Also, some good news / bad news.  The good news is that the NFS testing
I've been doing has been effective enough that NetApp has increased
their funding to OSDL for NFS testing.  The bad news is that this
is going to stretch me pretty thin; I'm not sure if I'll be able to
provide as much help for the hotplug memory testing as for the cpu
hotplug.
