Shouldn't this be done only if the wpa_group_rekey configuration has actually been changed? If this is done for all reconfiguration cases, this would seem to push out group rekeying unexpectedly. With the AP MLD changes, there is no a concept of a primary authenticator and the wpa_group_rekey timeout is used only on that link.
