I'm not sure how you are interpreting the transition mode to work, but owe_only=1 means that the STA will connect only with OWE AKM, i.e., does not connect to unencrypted BSSs. However, this function is needed to find those BSSs that use OWE AKM. In particular, this is needed when the AP is using transition mode since the BSS with OWE AKM uses a hidden SSID in such a case.
