I applied this with number of fixes (it broke more or less all builds) and cleanup. I split this into three commits to get a clearer picture of the changes. CONFIG_NO_RRM=y removes indication of supported operating classes which is not a radio measurement functionality. I would not recommend removing that part taken into account it is actually used quite a bit nowadays and even more so in the future.
