This patchset triggers link reconfig event in case the kernel notifies
us about removed links and fixes a couple of bugs in WPA authenticator.
Please note, the last patch can only be applied on top of the series
that I sent earlier ("MLO: Support more MLO flows"), however the first 3
commits are good to go on top of main.
