[PATCH 06/42] wpa_supplicant: Remove duplicate logic in wpas_ml_element()

Parsing multiple RNR elements already exists in
wpa_bss_parse_basic_ml_element(), so wpas_ml_element() just duplicates
the same code.
Combine the functionality of both these functions and remove the
duplicate.
