Why would these be needed? Isn't this all within an already existing #ifndef CONFIG_NO_STDOUT_DEBUG?

And CONFIG_DEBUG_NO_STDOUT is not used anywhere in hostap.git.

Yeah, it is, but if you actually define CONFIG_NO_STDOUT_DEBUG, it leaves you with no definition for wpa_printf/wpa_hexdump.

We are using it in conjunction with private patches which redirect to a local logging facility which doesn't have a functional stdout.
