SET_NEIGHBOR only with RRM enabled?

Hi,

Why is it that the neighbor report CLI commands (SET/SHOW_NEIGHBOR) are
only allowed with rrm_neighbor_report enabled?

I find this strange since its two ways of accomplishing the same thing.
Either you explicitly use SET_NEIGHBOR, or let hostapd request stations
to scan and find neighbors automatically. Why should RRM need to be
enabled if all I want to do is use SET_NEIGHBOR?
